GtkEveMon is free and open software licensed under the GPL License. This means that you can freely use, modify and redistribute it under the terms of the GPL without any fee or payment. If you, however, want to donate some money and support the development of GtkEveMon, you are free to do so. To enable a secure and easy transaction for you, PayPal is the preferred way.
